The Rwanda National Police (RNP) High Council convened on Friday, December 5, at the General Headquarters in Kacyiru to review and refine strategic priorities in response to the country’s evolving security environment.
As the highest management and decision-making organ of the force, the Police High Council brings together the RNP leadership, heads of departments and units, as well as commanders from across the country to redefine the strategic direction of the Police and to ensure the effective fulfillment of its national security mandate.
While officially opening the Council, the Minister of Interior, Dr. Vincent Biruta, underscores the significance of the meeting in enhancing institutional performance. “A meeting like this one, which brings together the leadership of the institution and its personnel, is a good opportunity to jointly assess how the assigned duties are being carried out, to celebrate the achievements, and to examine together the challenges encountered, so that appropriate measures can be taken to address them and ensure better performance,” Minister Biruta says.

He commends the RNP for its exemplary service that continues to earn praise both locally and internationally in on peacekeeping and security missions.
Citing the Rwanda Governance Scorecard (12th edition, 2025), the Minister emphasized the strong public trust in the institution. “Rwandans have confidence in the Rwanda National Police at a rate of 98.30%. Such a high level of public trust means that the services delivered by the Police are aligned with what citizens expect from you.”
The Minister urges officers to maintain discipline and uphold the institution’s and national values. “Some police officers have engaged in misconduct, which has resulted in severe penalties, including dismissal from service,” he warns.
He reaffirmes the government’s commitment to further empower the Police to farther its policing and community development activities.

The Inspector General of Police (IGP), CG Felix Namuhoranye, says the Council focuses on key priorities, including strengthening security measures to ensure that citizens celebrate the end-of-year holidays safely and usher in the new year in the usual peaceful environment.
“It approves long-term plans, annual action plans, and their corresponding reports, and takes decisions on all matters within its mandate, including measures aimed at improving efficiency and ensuring the effective execution of our security responsibilities,” CG Namuhoranye adds.
